Head Start and Early Head Start are comprehensive income eligible programs for prenatal through 5 year old children administered through the U. S. Department of Health and Human Services. Grants are provided from regional offices to local agency/community entities.
Head Start and Early Head Start help eligible children transition into child care, pre-school and kindergarten. Comprehensive services offered include: education and school readiness; health, dental, nutrition and mental health services; family support services; parent involvement and community support.
Head Start and Early Head Start programs have developed contracts with child care centers, networks of family child care providers and school districts to serve eligible children in those full-day, full-year centers and networks. The variety of service delivery models depend on the needs of the community and its families.
Experience has shown that children enrolled in a Head Start/Child Care Partnership benefit from the variety of programs and activities offered by both programs. Head Start may (depends on local grantee) transport children from the child care provider to the Head Start classroom and back on all school days. Eligible children can be dually enrolled in Head Start and child care without affecting the child care provider’s contract with the parent. The child care provider may charge, if that is their policy, for a full day even if the child spends part of the day in Head Start.
